10ccf doesn't sound right for cooking and hot water, unless you have extra low usage of water. 40-50 sounds better. Do you have gas dryer also? I wouldn't go by what other people used last year for one month. It may have been a longer billing cycle due to storms etc or one estimated reading. They may have had a blown out water heater or drying out the house from ice damming, etc, etc. Did you insulate it and do the windows since? What is outrageous in the fall for usage? The boiler should burn about 2ccf (200cuft)per hr. You can run just the blr and time the meter to check it's input. Two hrs of firing per day would be 4ccfx30=120ccf/mo.
