Water in oil for oil fired steam boiler

Thanks to this forum, I was able to get my old boiler cleaned up, repaired (needed new motor), and mechanically operating. The trouble is that there is water in the 250 gal tank (about 2/3 full) so it will not fire up. I have tried draining several buckets of oil/water through the pump but still end up with a milky thin oil/water mixture. I have been advised to call an oil supply company to have the tank pumped out (extra cost) and refilled. My question is - since oil floats on water (doesn't it?) could I keep draining until the water drains out and usable oil remains? Or is getting down (or up) to good oil impossible?
