This is a fairly new home and my first so I have no idea about how this stuff works. The valve in question must have been off because when I turn it on, water comes out of another pipe that comes out of the boiler which is right next to the in pipe. I still don't understand the setup. The Cold input comes down and branches, one goes in the front of the boiler. The other goes through a Regulator then branches again. One connects with the output of hot water & expantion tank and the other connects to the input with the pump. I only guess about the output and input based on which is hotter. When I touched the Regulator, the pressure did raise a bit (25 to 27psi) I did not lift it for long.
