Remove stat wires in the basement and replace with a jumper to see if manually running it there is effective. If so, you should start by checking for staples that were driven too hard onto your stat wire. If it still starts with the stat wire disconnected, check the controllers it is in line with for anything inside that might cause a short, such as corrosion, insect nests etc.
