Harold was off a little on just one thing, that about "the bldg ownwer paying", actually with electrically heated brick homes, or such you have to rent to people on the dole, as GW Bush can (and will) afford to pay the heat. Yes you can get a chiller and circulate cold water through the same distribution, it is done in commercial bldgs often. You would need the duo-rads from burnham or such to do the cooling. Warm air systems can be great but they are often butchered worse than steam. They need to be designed and balanced right and expansion noise limited.
