Yes, they are both equally effective when installed and controlled properly. That is one reason that copper-tube baseboard is installed 100-to-1 over cast iron baseboard (aside from the price.) A good point of cast-iron baseboard is that children can run toys into them without damage, the cast-iron keeps its appearance. The surface of a cast-iron baseboard will be much hotter than the sheetmetal front of copper-fintube baseboard, so there is more safety margin for children and pets in contact with the sheetmetal.
