Considering the cost of a burner vs the cost of a new boiler I would get the new boiler. Putting an 86% efficient burner in a 45% efficient boiler does not make an 86% efficient installation.

But if the use is intermittent or rare, this change was a frequent one forty years ago. The lower door becomes a place to install a long-nosed oil burner. The grate is put aside and a chamber of the right size for the flame is installed, or a flame retention burner is used alone if there is a wet floor and walls in the boiler. Sid Harvey may have some books on the subject.
