There are many calculations to be done to arrive at an exact heat loss. There is not enough information in your post to determine the required heating boiler size, however a rough estimate indicates that you could have the proper size for the building.

New burners tend to be more noisy because of higher speed motors and new combustion techniques. I think the condo association will be happy with the new fuel bills.

The individual apartment owners will be much happier with individual radiator thermostatic valves and fuel savings will increase through not having to use the large thermostat control in the wall called a window.
