boiler heat damper

I have a 90 MBTU/hr gas fired boiler used to drive the radiant heating system in my single family home. The boiler-heated water is circulated through pipes in the flooring in a closed loop. Recently the heat damper sensor switch broke which rendered the damper permanently in an open position. Normal operation calls for the damper to close when the gas is off, thereby preventing heat loss through the flue.
My question is what is the additional percentage of gas consumption resulting from running the boiler with the damper permanently opened? I have been told that the increased gas consumption is only a few percent greater but others have told me that I am using up to 20% more gas. An answer with an explanation would be greatly appreciated.
