Because the people that designed apartment steam systems are long gone; modern landlords don't understand that 1 pound pressure steam will send steam up to the top of the world trade center. Your owner's mechanic probably adjusted the pressure up to 5 pounds which would reach outer space. You get to hear the screaming rockets every day. Your task is to try to influence the owner to lower the pressure to average about 1 pound so the vents can take a longer quieter time to send the steam up.
