People put in extra large heating appliances due to ignorance, insurance or both. One that is too small will not heat the house and people will complain. Too big and it will short cycle and noone will complain much. With low energy homes they can easily be way oversized though and these people need to get with the program. Your baseboards being excessive is no big deal unless you have some on two walls and only needed it on one. Then you might want to repipe to gain more wall space if you have cabinets etc. Otherwise pulling some fins out would make it just like it would have been with bare tubing going to the finned. You have leeway with water temp and timing to adjust cycles also.
