You didn't say wether it ever worked. Watch the water line through a cycle, is it dancing? is it dropping so far the boiler goes off until some comes back? If it is dancing, skim the surface. The boiler rating for sq ft steam can be compared to the installed radiation to see if the boiler is oversized.
