The pressure cuts it on and off until the thermostat is happy. I hope you meant 300ccf or 30000 cu ft. A ccf is a therm after a slight correction factor. It sounds like your insulator might be the one full of it. The pressure being a little high won't drastically alter bills. Anyone should count the cellulose bags as they are being used. If you have a cape with kneewalls upstairs, they should have done the floors behind the kneewalls. If I walked through with an infra-red camera I could see any voids. The little box on top of your boiler that shows your steam pressure setting has a little screw head showing. It should be turned 'til the setting is at the minimum. The billing amount doesn't mean much with out the number of days and the average temperatures.
