You might have some luck also by lowering the bottom of the riser in the basement to lower the inboard end of the water filled pipe. Pry it down with a length of pipe or board and leave a block under it for a few days so it will stay. The piping goes back and forth on purpose to allow the system to be flexible when expanding and contracting so there is usually enough play. You might have to move a hanger etc. Watch out for asbestos. A good HEPA respirator for working near that or other dusts, etc is only $35.
