The pressure control is a gray box on the boiler that should be adjusted by an experienced plumber. Steam pressure of one pound will reach the top of the highest building in the world. Is your 3rd story higher than 3000 feet? If not, have someone adjust your pressure to about 1-1/2 pounds at highest or as close as possible to that low pressure amd make the burner come back on when the pressure reaches approximately 1/2 pound.
