If this happens when the system starts up, the water must be up in the radiators at the start.
This means that the water is not draining back during the off part of the cycle. See what is trapping water in the radiator. Are the pipes sloped properly, the radiator level, and the correct steam specialty valves with the seat low in the body installed?
