Water in a air vent

I have one-pipe steam system. All radiators work fine except one. For some reason, air vent gets filled
with water. I am NOT talking about a little bit of spitting. It is actually get filled with water entirely. When I
take vent off and drain it, radiator heats up nicely and completely (except last three sections)

Why condensate water is not draining properly? Radiator is pitched to the valve, valve itself is completely
opened and I checked pipes leading to return line - they all seemed to be pitched correctly. What could
be the reason? Too much steam pressure? Clogged radiator? I would really appreciate any suggestions
