The plumber is correct in his assumptions - but that is confusing without a long explanation. A steam system must be filled with steam to work properly - the boiler must be large enough to fill the system with steam, in spite of the heat loss of the structure. The house might have been insulated since the day the steam system was installed - so the steam system (and boiler)may be three times larger than the house needs. There are two options, get the boiler that fills the steam system, or change the system to a more economical hot water system. some answers are on another webring site: www.hydronic.net
