It seems your steam pressure is allowed to go higher than 2 psig. The old vents were set to a smaller opening, so the steam took longer to get up there, now that the vents are open, the steam condensate water collects there against the pressure. You could try adjusting the vents to a smaller opening so there is a more gradual entry of steam against the pressure. You could also lower the pressure to see the result. Check that the main vent is still functioning.
Rust dirt will continue to come back for a while. When additional condensate runs through accumulated dirt, it is washed back down to the boiler.
