there was a seldom installed two pipe air vent system once used. but our original advice would then still apply. make sure the main vent on the pipe in the basement works. it would be around the end of the steam MAIN.look around the ceiling level of the basement. if this is one of those systems, the return pipe would drop directly into a wet return in the basement.
