You may have a brass fitting on the bottom smaller pipe that leads from the radiator. There is usually a trap on two-pipe steam systems. When that trap clogs or fails, the hole leading out clogs so the water and air cannot leave so the radiator does not heat. Check to see if you have to replace that.
