It's hard to tell what valve you mean. If hot water heat and it is in the actual zone loop, it may be there to balance the flow when other zones are open. In that case the handle would normally be taken off so no one will disturb it. You might have a set to isolate the loops for maintenance etc, but they shouldn't be globe valves. Globe have a pressure drop to them. Gate or full port ball valves allow full flow and are better for on/off.
