The radiator valve may be stuck, preventing hot water from entering the radiator. However, the entire heating system is 'under water.' That is, the system is filled to the top with water, so when you open the radiator bleed valve water comes in the outlet pipe due to water pressure and gravity. You need to drain the system enough to remove the radiator valve and repair or replace the valve; then the radiator will heat once you refill the system. Changing the valve is simple for an experienced, plumber, less so for a novice.
