"Clip-on" fins for riser to heat basement?

I am trying to heat the basement in my 5 story building without having to repipe. I have single-pipe steam, with a drip return 3" riser along the ceiling of the basement.

In a neighbor's very old installation I have seen fins which seem to clip on to to the risers, to act as radiation. I have not been able to find these fins, nor have I seen any reference to them in this forum. Does anyone know who (if anyone) makes them, and what their called etc.? If needed, we might improvise a small fan to circulate air downward.

Alternate plan might be to replace reurn line with a slant/fin type radiator element. We're only talking about a 10 foot length of pipe in question.

Any constructive suggestions apprciated. Thanks!
