Readers should not be afraid to start a new thread as it is hard on the eyes to go back looking to see if anyone still needs help. The water level going up and down as you watch it is called surging indicative of foaming on the water surface due to floating oils, solids etc. Especially with new boilers they need skimming. That is to install a discharge pipe and raising the water level above it while boiling the water. It can take a while. Sometimes there is a pipe cap/plug in the center of the tankless coil blank or such. If nothing else, the safety can be replaced with 2 pipe nipples and an elbow to reach a bucket. It might take a while. You will get drier steam. Check your pressure and the height from your waterline to the ends of the mains.
