Yes, the boiler has nothing to do with the radiators. Check the water pressure in the system; it must be high enough to keep water up in the upper radiators and have 4 pounds more to push air out when you vent it. So the water pressure must be 2.31 times the height to the top of the highest radiator from the boiler plus 4 pounds.
