Switch with a vent that you know works. If it has a little sheet metal tongue with it, leave it in the vents inlet. It is there to let steam or air to go in the vent on top of the tongue and water out below it. Make sure your pressure is low. If you remove the vent and the radiator gets steam and heat right away then your vent isn't right. Make sure your valve is wide open (CCW). If you can get the valve bonnet open you can check that there is no blockage and that the valve stem goes up and down and disc stays on the stem. A piece of soft wire might go into the radiator. You can break (open) the union on the radiator valve and pull the radiator out of line and fish rust out. Soak it good, tapping and be gentle to not egg-shape it or break open thin spots elsewhere. And make sure it's not the vent. If you pull the vent and it works, your vent is where the problem is. Don't leave with it off, as I am not going to replaster.
