You said you removed the valve. Did you mean the air vent screwed into the far end of the radiator? If so try it again a couple of times. If it does heat up as you said then it is your vent is probably bad. Did you try one from a different radiator that you know works? I have had a valve in which the disk fell off of the stem and choked the flow. But if removing the vent works, all else should be fine.
