If the boiler is hot...and the pump is circulating water...and the piping is correctly installed. The radiator will get hot. Air is the first thought, any air traps in the piping????
More information is needed: i.e. series,parallel or reverse return piping. radiators upstairs working? Pressure, Temperature? Good luck, Tim
