I agree with HK, I just add that I have seen lots (most) of buildings without the purge setup in question. If you can pipe the system so all air rises to an air vent for every place the piping goes up and then down (trapping air) then you just need to use the bleeders. Up north a good layout is good for that and being able to drain all the water out without low spots that will freeze. People blow compressed air through to drain them.
