You can't count the running start the boiler gets from the feedwater temp. Subtract the heat of the feedwater from the heat in the output steam.

The big stumbling block is accurate steam metering. Most plants won't have it. You need a pressure compensated meter to get any kind of accurate numbers. If you're running at a different pressure than the meter was set up for, and there's no pressure compensation, you'll get bogus numbers. If the pressure is lower, the meter will read high, and if the pressure is higher, the meter will read low.
