Would you buy a car that that had a gas gauge, but didn't have a speedometer & odometer? Especially if that car was used for business, and got driven a LOT. What if you had several vehicles in the business fleet, and none even had a working gas gauge? All you had for data was the monthly total bill from the gas station? I know of LOTS of plants that operate like this. The only hard number they have is the monthly bill from the gas utility or oil supplier. No individual fuel consumption for individual boilers, and no steam numbers of any kind. And periodically, they'll spend (waste) a ton of money based on calculations that have totally bogus numbers plugged into them, because they have no accurate meter readings.

Steam metering is very much a "go big or stay home" kind of thing. If you're thinking of installing steam meters, consider vortex shedders, and no matter what style, make sure they're pressure compensated.
