: I would like to know the criteria of designing combustion chamber for a fire tube boiler .thanks for your help in advance.

Don't push the flue gasses too fast and not too slow. I'm not trying to be a pain here, but no one can answer that question in any way that would be beneficial to you. The designer of a firetube boiler has so many factors to consider and they usually stem from the firetube package itself. You have to know the pressure resistance of the bundle to determine draft ideas that will work with that bundle. You may, for instance, be able to draft the bundle naturally, or because of your design, you may only be able to use induced draft technology. It's really up to you. Inside fan or external, large firebox or small, all of this is based on your bundle design and the draft resistance it has. Many, many things determine fire box design, even the fuel or fuels used will have an impact on design and support equipment.
