Laws in other states may not be as important as the liable insurance carrier may be. The problem is that a rebuilt control is covered by what responsible party? If it were me deciding on using or not using a rebuilt control, know this; none of the original manufacturers cover or accept responsibility for a rebuilt control. As well, none of the original OEM's rebuild controls. KNowing that, ask your insurance carrier if a rebuilt control is advisable. Not knowing who your insurance carrier is, I say they will tell you that you use them at your on risk. Some will say definatively NO WAY!
