As A Boiler inspector in NYC I have seen the same thing happen. But what my agency did was that we changed our license law requirement. Any boiler over 15psi and that has a waterside heating surface over 100sqft requires a licensed ststionary engineer. This allows the dry cleaning stores to have a 10 or 15 horsepower high psi with out a license but a hospital or factory who trys to put say 10 15horsepower fulton in is out of luck. Sorry to say at this time we dont have a low psi license or a special high psi license for the fulton boilers. I know that in New Jersey anything over 6hp needs a license.
