Flue spillage on Aptmospheric gas Boiler

We have two American Std Gas fired aptmospheric boilers ducted in series. Each boiler has its own draft diverter. The boilers have 1 million btu input with typical firing rate at about 3 in. WC. Down stream of the boilers is a barimetric damper, which at some point was welded closed.Each appliance diverter is 12in. in dia. with a 12in. rise. The flue is 18in. in dia. by 12 ft long, horizontal. The chimney is 3 ft dia by 25 ft high.
Here's the problem, the boiler furthest from the chimmney has flue spillage. Whether the chimmney is hot or cold makes no difference. We've tried to vent the boiler room, to no avail. Any hints to solve the problem would be greatly appreciated. Get rid of the diverters and use a barimetric damper, if so how do we size it. Induced draft fan? Thanks..
