I don't think so. If it was a back-pressure/condensing turbine perhaps. Extraction is usually from relatively small lines, with most of the steam being condensed. On the units I'm familiar with, the de-rating of the turbine would be huge. You wouldn't be able to get the steam flow through it, and the steam would only expand a portion of what it did as a condensing unit.
