Venturi Scrubber questions, or where I should go ask

If any of you know anything in regards to emmision controls, a bried word would be appreciated, even if you can just point me to another forum to loo. I am currently working on a project to solve a problem we're having with our venturi scrubber system. Our system uses a lime slurry. What our problem seems to be is not being able to scrub the SO2. Having 2 identical units, our first unit scrubs well. The second unit, just returning from an outage, will not. Booth systems are identical, except for some changes in duct work. The problem in the second unit is the throat differentials are to low. Normally we use two recyle pumps for the slurry. The odd thing is, the throat diffentials increase, when one of the pumps is shut off, and the flow decreased. The other thing be considered slightly, is the firing rate error. There is some difference between the units. Thank you for any input you could offer to look at.
