Heating boilers

The facility in question expanded 4 years ago and put in 2 new 86 BHP 3 pass firebox hot water boilers. The engineer placed the boilers were the stack could not vent vertically. The breeching runs approximately 50 feet horizontally with very little angle until it turns to penetrate the roof and contains 2-90's and 4-45's. They have had numerous problems with the boilers to include blowing off the stacks, cracks in the water walls, tube leakage, and major stack condensation. Consideration has been given to removing the spiraled resisters from the 3rd pass of the tubes to relieve some resistance hopefully increasing combustion gas flow solving the condensation and possibly the "puff" problem. Any input would be appreciated.
