I've always taken for granted that ASME or whoever dictates those types of rules for state boiler codes. For example, High Pressure Drum Boilers are generally equipped with chain operated isolation valves for the drum level gauge glasses, where the operator can isolate the gauge glasses safely from a level below the drum itself in the event of a blow out. Is it illegal to operate a boiler without these chain valves operable? Also, is it illegal to operate with both glasses out of service?
