Increasing spray water does not decrease boiler efficiency. However, if your flue gas temperature at the economizer outlet is higher than you have lost some boiler efficiency. Higher temp and the same flow means more heat is going up the stack. Higher NOx would indicate an increased flame temperature while the increased superheat spray indicates your furnace exit gas temperature has increased. With the high NOx and high exit gas temperature I would tend to believe high excess air but you O2 looks good at the boiler outlet. How do your fires look. Are any flames making into the superheater area? On O2 you should be able to maintain 2% and not above 3% at high loads.
