Start by cleaning them all out and repeat the procedure in a month or so, depending on how many you have and how practical it is to repeat that procedure in a month.

If significant buildup or pluggage exists after a month, you have severe corrosion problems in your steam and/or condensate return piping system. The proper neutralizing amine feed will prevent or substantially reduce piping corrosion and strainer pluggage.
