Don't know all the details, but something along the lines of less than 358 or 359 sq. ft. of heat transfer area in a boiler does not require an Operator in the State of Ohio. I don't know if that is only 15 PSI steam or less, or all pressures. Cleaver-Brooks even has a model line called the "Ohio Special", just to comply with this rule. My guess is that "specials" by any manufacturer are probably higher BTU/sq. ft. than "normal" to get the most out for a given size without having to staff up.
