You probably got a city of Providence boiler operator's license which is only good within the city limits. A 2nd fireman in MASS can operate ANY high pressure horsepower boiler under the engineer or fireman in direct charge thereof, but a 2nd Fireman can not be in charge of ANY high pressure boiler.
