Most likely your steam traps on the radiators are shot.

: Hi, I am a maintenance mechanic for lenoir County NC. Our court house heats using a really old steam boiler. For many years now we have been Fighting a problem with our condensate return pump loosing prime. I believe this is happening because the water that is returning to the sump is still very very hot, and is actually boiling in the pickup tube on its way to the pump due to pressure reduction. Should I try throttling back all the radiators in the court house to slow the flow of steam. Or possibly reduce the steam pressure cut off point. do you think either of these ideas may help?
