TWO STEAM BOILERS WITH DIFFERENT MAWP

Here is the scenario, one of our customers has already installed and running a steam boiler with MAWP of 150 PSI, currently running at 50 PSI.
The customer wants to install a low pressure steam boiler MAWP 15 PSI and have this one as a back up in case the other one fails; they want to pipe it to the same steam header using isolation steam valves.
I have been reading the Texas boiler law and cannot seem to find something for sure, it does not sound like it will meet code requirements.
Any information will be greatly appreciated.
