which boiler? steam boiler or hot water boiler?

hi

i need to heat around 600 gallon of water from room temperature to 195F degree every hour for drink production.

which type of boiler is most suitable for me in term of lower daily running cost.? steam boiler or hot water boiler? what is your suggestion? i opt for diesel fuel burner.
