We have a similar situation where our lag boiler has a non-return that leaks through. As long as our water levels are correct we have no carry-over or condensate problems. I do not know about the code issues.
From your operational description, it appears that if you do not want your lag boiler to be at constant line pressure, so you do not need a quick lag boiler response. You might want to try widening the span on the pressuretrol to lengthen the time between cycles. welcome.
