I have found some data but only for boilers sized above 10MMBTU. I am looking for smaller sized boilers in a range between 170,000 (50KW/h) or 5MMBTU (1.5MW/h).
I understand that those boilers do not need permits so I will not find information in any state departament.

: You are asking for a massive amount of data, with a very poorly defined scope, that is not simply hanging around for the taking. Several industries are based on utilization of this information. One starting point is to try each state's Air Pollution Control/Permitting agency (DEC, DEP, etc.) and search their various permit databases. Different permits are utilized for different size ranges, among other criteria. Good luck.
