You should check with the boiler inspector in your jurisdiction. In Canada, the CSA B51-95 - there's a newer edition - (This code rides on top of the various applicable ASME boiler/pressure vessel/pressure piping codes) says that for boilers with a max pressure of between 15 and 300 PSIG, the design pressure for any blow-off vessel must be a minimum of 30% of the max boiler pressure. For boilers above 300 PSIG, the flash vessel design pressure must be a minimum of 100 PSIG. I'd bet that your pressure requirements are similar.
